The focus for CBC Phase 3 – the Local Market Programmes - is working to change the market conditions that determine whether circular practices can scale.
Where Phase 1 and 2 – Blueprint Project Support - looked at knowledge production, and technical feasibility, the Phase 3 Local Market Programme aims to progress the maturity of the markets, aligning the procurement rules, financial products, insurance frameworks, and quality protocols that shape real industry decisions.

Europe’s built-environment transition is progressing far too slowly, and real-estate markets still lack the conditions needed for circular solutions to scale. Earlier phases showed clear potential, but they also showed we now need to use every lever available. The Four Pathways analysis, developed during CBC Phase 1, estimates that circular approaches could reduce emissions induced by construction material demand by 28% and reduce material use in construction by 25% compared to a business-as-usual way of building by 2050, which reinforces why the next phase must focus on enabling these outcomes in real markets.

CBC aims to accelerate the uptake of circular practices in real estate by developing and proving the market mechanisms that enable clients, developers and asset owners in collaboration with solution-providers to use circular solutions at scale and with confidence.

Through the CBC so far we have learned that the Coalition works best when rooted in actial demand and specific real estate markets, therefore to anchor system insights and support bottom-up solutions we are focusing in three locations – which we call Local Market Programmes.
The locations are London, Denmark, and Germany, each location will have a slightly different focus but are connected by the aim to develop and test market mechanisms that will move circular practices from early adoption into mainstream. Each programme is supported by a multinational coalition for mentoring, shared fundraising, communications, learning and decision making.
Each programme will host one or more re-grants (Blueprint Projects) that work directly with clients to design and test procurement, finance, insurance and assurance approaches required for mainstream uptake. Across all activities, we will engage with worker and community representatives to incorporate their perspectives and priorities into the programmes.
